in open democracy that makes positive changes
1. Introduction
The Cambodian Blogger Awards is a pioneering initiative in Cambodia which aims to select and recognize exemplary initiatives of bloggers and to inspire their possible replication. The Awards is given to initiatives which have shown accessibility to information and technology innovativeness in responding to emerging development challenges affecting life of people in context of open democracy. It is an initiative for good blog practices that motivates, and instills in blog a passion to perform their best.
By promoting information access and technology innovations through recognition, documentation and dissemination of best or innovative practices, the Blogger Awards hopes to contribute to strengthening open democracy in Cambodia. It hopes to generate a spirit of optimism and consciousness that bloggers, together with civil society organizations, youth and women, can make positive things happen.
2. Awards Objectives
The Blogger Awards aims to institute a process of selecting and recognizing bloggers’ initiatives that resulted to freedom of thoughts and information. Moreover, it provides capacity building of blog, Khmer Unicode and writing skills to target groups such as NGOs, youth and women, by translating award-winning initiatives into documents which tell the best or good practices of bloggers.
3. Awards Eligibility Criteria
1. The Blogger Awards is a major national competition which recognizes and celebrates excellence in information access and technology innovations. It is open to bloggers’ initiatives planned and implemented that provide information/news of their own lives and/or societies.
2. To qualify for the awards, blog initiatives must be implemented by Cambodian nationals within the country and should be continuing or functional up to the present.
3. A Blogger may submit more than one blog initiatives to the Cambodian Blogger Awards Secretariat.
4. More importantly, the blog initiative should show results that are verifiable.
4. Awards Categories
Awards of Excellence
Winners for this category will be chosen on the basis of usefulness of information and technology innovativeness, by looking at website design that attract users; quality of content/information, number of visitor and exchange of expression.
Award of Merit
This award is given to recognize non-winning initiatives that qualify for the national finals.
5. Awards Selection Criteria OR How will the winners be chosen?
Entries to the Cambodian Blogger Awards will be assessed according to the following criteria:
1. Website design and layout: Attractive and good looking blog design – layout color, text color, etc.
2. Quality of content/information: Types of information, writing skills, number of information/articles uploaded, sources of information used for writing and uploading, and its contribution to better impact of users in terms of knowledge, attitude and behavior. In general, the content is well-written, intelligible, up-to-date, transparent and credible. Khmer written blog is an advantage.
3. Number of visitor and posted articles: number of visitors, number of comments or information share in the blog between the blog owner and blog users, types of information visited, number of blog links to other websites.
6. Application Procedures
1. Interested bloggers should fill up the Awards Application Form . Application forms can be obtained from the Cambodian Blogger Awards Secretariat or from http://openetwork.info
2. The blog applicants shall submit their completed Blog Awards Application Form in hard copy or soft copy to the Blogger Awards Secretariat/office of Open Forum of Cambodia.
3. Completed application forms should be submitted to the Blogger Awards Secretariat/ office of Open Forum of Cambodia on or before December 16, 2007.
7. Selection Process
1. The Awards Secretariat conducts a preliminary screening of all entries based on the completeness of application forms and compliance to the eligibility criteria for the awards. The Contest Secretariat sends confirmation letters to entries that pass the preliminary screening.
2. A technical review team will be assigned by the Blog Awards Committee to check the blog websites applied for Blog Awards to short listed blog initiatives. The objective of the check is to authenticate information presented in the application form. Likewise, it aims to gather a more in-depth assessment of the short listed bloggers. The check will result to the selection of ten finalists. The approval from the Blog Awards Committee is needed for the 10 finalists.
3. Winning bloggers will be invited to present their blog to the Grand Awards Ceremony where they will be honored.
8. Why and who should join the Cambodian Blogger Awards?
All Cambodian bloggers in Cambodia are invited to join the blog award. They will consequently reflect on their experiences and document the positive gains made as a result of their initiatives. It is because Cambodia is growing in newly emerged technology and challenges.
